Hypothesis
“Up to” is a science-fair warning label. The exhibit is a cap, not a guaranteed gift. We wrote the frozen line as it stands and asked Canadians to read the rungs.
Method
Looked at the cap against other C$1,000-class stalls and flagged the “up to” language as something a poster should not hide in six-point type.

Frozen wording: up to C$1,250. The “up to” matters. You see the top only if you climb every deposit step the cashier lists. Wagering still applies on each step.
